1. The Tixed basis for reckoning is 6 mace of prepared opium,

avery teel of raw onfum. Supposing that the purchase of 1 tael of

rav onium is reported, the payment of tax when the opium has been pre-

pared will be calculated as on 5 mace of prepared opfum. This fixed

basis will enable us to know the quantity of prepared opium consumed

and will prevent disputes as to quantity of opium prepared,

18. The quantity of raw opium stocked by the various dealers in raw orium before the commencement (of the monopoly) should be reported

to the General Office on the opening day to facilitate ascertaining

the rate of consumption afterwards. Any one who is found to infringe ·

this regulation on investigation will be heavily punished,
